The Department of Budget and Finance is mandated by Section 26-8, Hawai`i Revised Statutes to:

1. Undertake the preparation and implementation of the Executive budget of the State government;
2. Conduct reviews of finances, organization, and operations of each department of the State to ensure appropriate and effective expenditure of public funds;
3. Maintain custody of State funds and be responsible for safekeeping, management, investment and disbursement thereof; and
4. Administer state debts.
