The Commission may render advisory opinions upon the request of any candidate, candidate committee, noncandidate committee, or other person or entity, as to whether the facts and circumstances of a particular case constitute or will constitute a violation of the campaign spending laws.

The Commission has completed "shepardizing” its advisory opinions.  Here, shepardization is a process of review to identify and label advisory opinions that are obsolete or have been modified.  The term “obsolete” includes: (1) Advisory opinions that the Commission has specifically declared void or rescinded, and (2) Advisory opinions that have been superseded by a later advisory opinion (although not specifically stated) or by statutory amendment.  The advisory opinions remain on the website for purposes of understanding where the Commission has been, and to shed light on where the Commission is headed.  An advisory opinion remains in effect if no notation appears beside it.
