III. Discussion
|
1. Distribution of HWWG materials (M. Tome)
2. Update on utility wind activities (A. Seki)
Kahe wind project
- HECO collecting wind data at Kahe since 2nd qtr 2004 - two met towers
installed and collecting data for 1 year; SODAR also used
- Press
release on Kahe wind monitoring distributed to HWWG
Electronic Shock Absorber (ESA)
Utility Wind Interest Group (UWIG)
- UWIG is technical-based group; 30-40 utility and non-utility members
- Key issue is impact of wind on utility grid (receiving more interest
from utilities)
- UWIG provides seed funding for projects
Intermittent Generation Assessment Protocol (IGAP)
- Modeling of intermittent technologies (e.g., wind) being performed
- Big Island in-line hydro/pumped storage hydro (PSH)
Collaborative project (DBEDT, HECO, HELCO, State Dept. of Agriculture,
County of Hawaii) funded by DBEDT and HECO/HELCO to assess in-line hydro/pumped
storage hydro (PSH) potential at existing state, county, and private
facilities
- Consultant screening potential sites (upgrades, potential, costs,
etc.)
- Utility initiating discussions for projects on Maui and Oahu
3. Update on planned wind projects (W. Bollmeier)
Hawi (HRD/Site Constructors)
- Proposed 10.56 MW (sixteen Vestas V47-660 kW wind turbines)
- Project requires improvements to infrastructure (new poles)
- Vestas indicated that they can meet performance requirements (fault
ride-through)
- Targeting to break ground by end 2004, however, this is uncertain
South Point (Apollo)
- Apollo working with HECO/HELCO on new contract - ongoing negotiations
- Likely to use GE 1.5 MW turbines (GE can meet fault ride-through)
Kaheawa (UPC)
- Project transferred from HRD to UPC
- Project increased to 30 MW
- Likely to use GE 1.5 MW (twenty turbines)
- UPC considering buying crane
- DLNR requiring new EA on changes to project (also to include bird
studies)
- Target dates: PPA by end 2004; install in 2005
4. Roundtable discussions and updates of wind projects were conducted.
Key points covered included:
S. Holmes
- City overlaid C&C properties on wind resource maps - some county
lands may be good wind sites
- City needs HECO permission to make available to public - City to
submit letter to HECO (K. Stahlkopf)
J. Hurwitch
- TVA was planning 20 MW energy storage project using Regenysis flow
batteries
- Regenysis went out of business before project was completed (unable
to overcome manufacturing and technical problems)
- Flow batteries cannot be purchased by utilities (no products available)
- DOE involved with RD&D
- Sentech is the main DOE technical contractor (RE and EE) and will
help Wind Powering America with the Dec. 2004 meeting. Sentech also
is the technical manager for NELHA Gateway project. Other Sentech
initiatives include:
- Renewable Energy and Hydrogen
- Electric Reliability
- Village and Remote Power
- High Performance Buildings
- Sustainable Urban Planning & Smart Growth
- Alternative Fuels (Hydrogen and Biofuels)
- Gateway project dedication to be held at NELHA on Oct.22, 2004 -
HWWG attendees invited to attend Key issue facing wind industry is
integration of wind with utility grid
S. Alber
- Wind Powering America 2005 conference - call for papers
- Consensus of group is to wait until new projects are installed
- Efforts to bring 2006 AWEA conference to Hawaii recommended
A. Daniels
- Swedish group capable of doing wind simulations - main difference
from U.S. simulations is turbulence output
- A. Daniels recommending that second modeling effort be performed
to verify TrueWind maps ($10,000 to $20,000 required); resolution
is 0.5 to 1 km
- If the permission of the authors of the papers is received, the
information will be posted in the "resources" section of
the HWWG website.
M. Tome
- HWWG updates and 2005 activities
- DBEDT assisting NREL collecting data on small wind turbines in Hawaii
(size, location, year installed, etc.) If anyone has any information,
please forward to M. Tome.
- DBEDT trying to secure funding for HWWG in 2005
- DBEDT purchased five (5) anemometers (20 m) using 2003-2004 funding
- DBEDT, DLNR, State Office of Planning working to overlay state lands
on wind resource maps - objective is to establish wind resource zones
(initiative conducted as a result of RPS provision)
5. With no additional questions or input, the meeting was adjourned.
