Introduction:

The Hawai`i State Library has been designated a selective Federal Depository Library since 1929 for the 1st U.S. Congressional District on the island of Oahu.  The Federal Documents Section was independently formed on April 19, 1971 to maintain the special collection and is located on the second floor of the Hawai`i State Library.  Additional Federal depository public libraries are located at Lihue Public Library on the island of Kaua`i and at Kahului Public Library on the island of Maui. 

Public Internet Access in the Federal Depository Libraries:

One Internet computer located at each Federal Depository Library (Hawaii State Library, Kahului Public Library and Lihue Public Library) will be dedicated to accessing Federal publications and information.  The dedicated workstations for Internet access to Federal documents only are freely available for public use.  Library cards are not required to use these computers to access Federal documents.  The Internet procedures governing the use of this terminal will be consistent with the Federal Depository Library’s Internet Policy.  Free access of these Internet terminals will be allowed as an extension of our access policy to our depository collections as provided in 44 USC 1911: United States Code, Title 44, Section 1911.  This computer was purchased through a generous grant made available by the Friends of the Library of Hawai`i. 

Printing or downloading of information will be available.  Printing costs will be consistent with services provided by the Hawai`i State Public Library System.  Tele-facsimile and e-mail replies to patrons will be in accordance with existing policies of the Hawai`i State Public Library System.

Finding Materials in the Federal Documents Section:

All government publications are reference materials and are for public use in the library only.  Most federal government publications, from July 1976, can be located using MarciveWeb DOCS and are not listed in Horizon, the library’s online catalog system.  PLEASE NOTE:  MarciveWeb DOCS is only available in-house on Hawai`i State Public Library System computers. 

Call numbers in this section:

Government publications received from the Government Printing Office and housed in the Federal Documents Section shall be classified under the Superintendent of Documents Classification system.  Documents received from the Government Printing Office and housed in other library sections shall be organized by the Dewey Decimal Classification system.  Materials received from commercial publishers and housed in the Federal Documents Section shall be classified using the Dewey Decimal Classification system. 

Patent and Trademark Depository Library:

The Federal Documents Section was designated the sole Patent and Trademark Depository Library in Hawai`i on December 18, 1989.  A reference collection is maintained of all U.S. patents and trademarks in print, microform, and electronic formats.  This collection includes a twenty-year backfile of U.S. utility patents, as required by the U.S. Patent and Trademark Office.

Disclaimer:

Only preliminary patent and trademark searches can be conducted with the resources located at the Federal Document Section.  Many other steps are required to perform an exhaustive patent or trademark search, such as the examination of international patent documents and the review of state trade name databases.  The Federal Document Section staff will assist with patent and trademark searches by providing instructions in the use of various patent and trademark search tools.  The section staff is strictly prohibited from interpreting intellectual property law, performing patent and trademark searches for users, or providing advice on how to file a patent or trademark application.  Furthermore, the staff is not permitted to provide opinions on the effectiveness of a searcher’s efforts to identify a field of search, nor may they give advice or opinion pertaining to the specifics of the technology the searcher is examining.  Users shall not infer any conclusion concerning the validity of any patent or any trademark from any assistance provided by the library staff.  Users who wish further assistance will be directed to a list of registered patent attorneys and agents who have specialized knowledge and experience in conducting a patent search and may have the ability to determine if a term or a slogan can be trademarked.

Passport Acceptance Agency:

The Federal Documents Section is a qualified Passport Acceptance Agency as of July 15, 2003, along with other selected public library branches.  Two passport photos are needed prior to our processing the DS-11 passport application.  The DS-82 form, renewal by mail application, must be mailed in.  The National Passport Information Center (NPIC) has a toll-free phone number to call for additional information, 1-877-487-2778.  Passport fees must be paid by two separate checks or money orders.  We do not accept payment by credit/debit card or the passport fee by cash.

Internal Revenue Service:

The Federal Documents Section participates in the Tax Forms Outlet Program (TFOP) distribution of Federal income tax forms, as well as retaining most publications.  The Federal Documents Section has the following resources to assist you in preparing your taxes:

·        Ten years of reproducible Internal Revenue forms and instructions.

·        Internal Revenue publications on specific tax topics for business and individual filers.

·        Current Internal Revenue Code.

·        Current Internal Revenue Regulations.

·        Internal Revenue Bulletin for IRS rules and procedures.

·        CCH Federal Tax Guide for a detailed explanation of the current federal tax laws.

·        Public Internet access to the IRS website.

The library staff is not authorized to give tax advice or to answer tax questions.  For additional assistance you can contact the Honolulu IRS office.  State and local tax information can be obtained through Tax Sites.Com, LLC.

Specialties:

American Statistics Index:       The Federal Documents Section archives the microfiche collection of American Statistics Index from 1977 to 1996 and ASI Index and Abstract from 1974 to 2001.

Census Bureau:                The section maintains a reference collection of statistical census information for the United States and Hawai`i, in various formats.  Individuals seeking genealogical census information will be referred to the Hawai`i & Pacific Section (for Hawai`i family history) or the Language, Literature and History Section's Reference Genealogy collection for the remainder of the United States.

Copyright Office:          The Federal Documents Section distributes copyright forms for the different media.  Reference copies of explanatory copyright circulars are also available.

Catalog of Federal Domestic Assistance - A listing of available Federal grants and other funds.

Code of Federal Regulations - The most recent codification of agency rules and regulations.

Congressional RecordThe complete chronicle of official proceedings of the House and the Senate.

Federal RegisterA collection of agency rules, regulations, notices, presidential proclamations and executive orders.

Official Congressional Directory - A biographical directory of current Congressional members.

Senate and House Bills – Compilation of legislation introduced to the Senate or House of Representatives.

Statistical Abstract of the United States - The standard statistical reference guide for the country.

United States Code - The most recent consolidation and codification of the general and permanent laws.

United States Government Manual - Information on the agencies of the legislative, judicial, and executive branches.

United States Reports - A complete compilation of Supreme Court opinions.

United States Statutes at Large - A complete collection of congressional bills that became law.
