The Hawaiʻi Housing Finance and Development Corporation (HHFDC)
has begun the revision process for the 2026 Qualified Allocation Plan (QAP).
- A PUBLIC HEARING NOTICE for the existing 2025 Qualified Allocation Plan (QAP of the Low-Income Housing Tax Credit Program (LIHTC) and proposed amendments for the 2026 QAP has been scheduled. For details, go to the QAP landing page website here. In summary:
- A hybrid public hearing will take place on Wednesday, July 30, 2025, 10:30 a.m. at the HFFDC Board Room at 677 Queen Street, Suite #300 and on a Microsoft Teams link (see public hearing notice).
- The proposed QAP is to be effective for 2026.
- Those wishing to comment on the QAP during this meeting are requested to give prior notice to HHFDC by sending an email to hhfdcapplications@hawaii.gov no later than 4:30 PM HST the day before the hearing. Those wishing to submit written comments should do so by sending them to HHFDC at the email address shown above.
- A copy of the QAP with the proposed amendments and a summary of the changes are available for review on the HHFDC QAP landing page website here.
2026 Qualified Allocation Plan Information
Kai Olino now taking applications for affordable rental units in ʻEleʻele, Kauaʻi that give priority to kamaʻaina
Applications are currently being accepted for newly built affordable rental apartments in the sprawling Kai Olino project community in the ʻEleʻele section of Kauaʻi that overlooks Hanapēpē Bay at the Port Allen Commercial Pier.
Both segments give priority to households earning 30% to 100% of area median income (AMI) with priority given to local teachers and essential workers.
Kai Olino I consists of 48 units and Kai Olino II of 27 units — or 75 units — that range in size from two to three bedrooms in size. Kai Olino is a LEED Platinum-certified community that stresses sustainability, ensuring efficient resource usage and environmental harmony.

Note that Kai Olino Phase I and Kai Olino Phase II have separate application processes and that applicants must apply to each phase individually to be considered. The 2024 Hawaiʻi Housing Planning Study is now available!
The 2024 Hawaiʻi Housing Planning Study (HHPS) has been released and is now available to the public.
The 215-page study estimates that Hawaiʻi will need 64,490 additional housing units to meet demand by 2027.
While the new total suggests that there was a significant jump in the number of units needed over the 2019 HHPS, the increase is largely the result of a significant increase in the state’s population, as well as an updated and improved methodology that is more accurate than the formula that was used in the previous study.
The results of the study also suggest that, with the help of the state Legislature, the efforts of HHFDC and other state as well as county housing agencies have helped to reduce the demand. In fact, the number of additional units needed would be much greater if not for those efforts.

Affordable for-sale Kuilei Place community breaks ground
Ground was broken in early April on the 1,005-unit affordable, for-sale Kuilei Place in Moʻilʻili.Sixty percent of the units are designated as either affordable or workforce housing, between 80% and 140% of Area Median Income. The targeted group includes first-time homebuyers in careers that are in high demand such as teachers and nurses.Visit www.kuileiplace.com to learn more about the Kobayashi Group, which headed the partnership, and the key roles that Hawaiʻi Housing Finance and Development Corporation – HHFDC — played in this project. More than 85% of the units, which include one-, two and three-bedroom homes, have already been sold. The target market includes kama’āina workforce families.Some of the purchasers may be eligible for HHFDC’s new Dwelling Unit Revolving Fund Equity Pilot (DEP) program. Health care professionals, educators and first responders may be able to achieve homeownership as a result of the DEP program through HHFDC’s purchase of a portion of the equity in specific units. The project is expected to be completed in 2027.

The Affordable Housing Pipeline Dashboard tracks hundreds of affordable projects in the development pipeline since the start of the Green Administration. Data was collected from publicly-available sources to identify projects where a proportion of the units have affordability restrictions or are Department of Hawaiian Home Lands homesteads. These projects are tracked across seven phases of housing development to provide greater insight into when projects will be completed and what hurdles they face.
